A major focus of SAMHSA's workforce development strategy is improving the competencies of professionals in the field. The overarching competencies in this updated version of TAP 21 are largely unchanged from the original TAP 21, with some revisions that reflect changes in the field. The competencies are defined by sublists of the knowledge, skills, and attitudes needed for professional substance abuse treatment counselors to master each competency.

Trends in Washington State Drug, Alcohol, Tobacco Use for 2006

Trends_2006 Tobacco, Alcohol, and Other Drug Abuse Trends in Washington State-2006 is published annually by the Washington State Division of Alcohol & Substance Abuse, and can be used to measure progress in the state's effort to prevent and treat substance abuse. The 2006 Trends Report contains information about the economic costs of substance abuse, substance abuse prevalence and trends, impacts of substance abuse, the effectiveness of prevention and treatment, and policy issues confronting the state.

Some noteworthy trends for 2006:

  • Steroid use among students in Washington State is declining.
  • Smoking prevalence and binge drinking among adults is declining.
  • The number of reported methamphetamine labs and dumpsites is at its lowest point since 1999.

But it's not all good news:

  • By 12th grade, almost 1 in 5 Washington students is already a problem drinker.
  • The drug-induced death rate in Washington state is increasing rapidly.
  • Sexually-transmitted diseases often associated with substance abuse have increased in prevalence.

New sections in the 2006 report provide data on Underage Drinking, the WAshington Screening, Brief Intervention, Referral, and Treatment (WASBIRT) project, and Problem and Pathological Gambling.

Injecting drug users are particularly vulnerable to HIV and other blood-borne infection, and all drug users may be at increased risk of infection because of high-risk sexual behaviors.  This report is based on a 2005 meeting of experts who assessed the scientific evidence for strategies on prevention of HIV infection among IDUs.  The review focuses strategies in high-risk countries, namely in Eastern Europe, the Commonwealth of Independent States, and significant parts of Asia, where IV drug use is becoming the primary driver of the HIV epidemic.

MIA:STEP - Motivational Interviewing Assessment: Supervisory Tools for Enhancing Proficiency

MiastepMIA:STEP is the newest product from the NIDA / SAMHSA Blending Initiative.  The resource is intended to aid clinical supervisors working with counselors who are trained in Motivational Interviewing -- enhancing both counselor MI skills and the supervisor's mentoring process.

The package includes a description of the MI assessment interview, results of NIDA research underlying the development of the materials, demonstration tapes, interview tape rating guide, and a curriculum for preparing supervisors in the use of the MIA:STEP package.  It also includes materials for briefing state officials and agency directors about the program ti encourage its adoption.

State governments spend over 13% of their budgets on problems related to drug and alcohol abuse. Less than 4% of this amount is spent on prevention and treatment. This report presents the findings and recommendations of a national policy panel convened by Join Together and chaired by former Governor of Massachusetts Michael Dukakis. The panel heard testimony from over 30 experts from around the country, and reviewed written testimony and research about existing models.
