Injecting drug users are particularly vulnerable to HIV and other blood-borne infection, and all drug users may be at increased risk of infection because of high-risk sexual behaviors. This report is based on a 2005 meeting of experts who assessed the scientific evidence for strategies on prevention of HIV infection among IDUs. The review focuses strategies in high-risk countries, namely in Eastern Europe, the Commonwealth of Independent States, and significant parts of Asia, where IV drug use is becoming the primary driver of the HIV epidemic.
