State governments spend over 13% of their budgets on problems related to drug and alcohol abuse. Less than 4% of this amount is spent on prevention and treatment. This report presents the findings and recommendations of a national policy panel convened by Join Together and chaired by former Governor of Massachusetts Michael Dukakis. The panel heard testimony from over 30 experts from around the country, and reviewed written testimony and research about existing models.
